The engineering of reuse and sharing to overcome the challenge of stove pipe systems.
It is based on holistic consideration.
It establish the common foundation and resources.
It is own by many stakeholders.
LEA to provide Common foundation
Under the difference there are common foundation and building blocks.
EA establishes the common foundation and building blocks to keep IT industry simple, agile and cost efficient.
EA support the dynamic need of local difference rather then dictate with central planed solution.

PRM and EA performance measurement
The confusing of PRM and EA performance measurement.
The purpose of PRM is very different from performance measurement.
The difference can be explained clearly from the aspect of reuse and sharing.
PRM for the engineering of reuse.  It is a performance requirement  similar the standard size used in shopping clothes.
To acquire clothes, a  person does not only need to known the type of clothes base on business need but also need to know the size of cloth.
Performance measurement is the effort to measure the performance of the engineering of sharing.
